Also, renaming the file from.php to.html (I've enclosed the php script inside html tags) doesn't produce the repetitive opening of blank tabs, but instead simply opens 1 tab that is blank.
I'm having issues with an additional screen as well. I'm using Windows 8.1. I get the exact same initial screen of Localhost with Index of/ at the top of the page followed by testsite.com listed as the only folder.
However when I click the folder I get a second screen with Index of/testsite.com atop the page listing a Parent Directory underneath below which is a lone file called index.php.txt. Upon clicking this php.txt? File I can access my saved index.php file. Is this a really big deal? Or can I just resume work having the extra click thru screen???

I just tested things on my laptop (an HP that uses Windows 7), and got the same result as Zac. When I type 'localhost' in the browser, my 'testsite.com' folder appears in the directory, and when I click on that folder, the browser shows the word 'Test'. But you're saying when you click on the folder you get the index.php file appearing, and then when you click on that, it takes you to 'Test' on the browser?
I use a Mac to do all of my Treehouse work, so I'm not too familiar with Windows, but perhaps something went wrong or was missed when you created the file and folder and/or installed XAMPP? Just a suggestion, but maybe you could redo the whole thing and double-check it follows exactly what Zac is doing/has typed.

Apache cannot start as a service if Skype or IIS is also running though when XAMPP is not in use, you can exit XAMPP to use Skype or IIS. Run the installer xampp-win32-5.6.15-installer.exe.
On the next screen you can select to install Apache and MySQL as services, which will make them start automatically every time you start Windows and will allow other applications you may have, such as Skype, to run simultaneously. This may be desirable if you don't intend to use your servers that often. Choose a place to install XAMPP. Note: for Windows Vista, Apache Friends recommends not installing XAMPP into your c: Program Files folder. XAMPP will then install. At one point, a command-line window will open; do not be alarmed this is normal!
After the installation is complete, you will get a message indicating so. Click Finish.

When the control panel is running, the following icon will be visible in your system tray. Double-clicking on this icon will bring up the Control Panel. Since Apache and MySQL installed as services you do not need to start/stop them in the Control panel.
